In 1940, submarine captain Salvatore Todaro proudly serves in the Italian Royal Navy at the helm of the Cappellini. In October, the vessel sinks an opposing ship. The 26 Belgian survivors are condemned to drown but Todaro chooses to honour the law of the sea and takes these men on board. Consequently, the Cappellini cannot dive beneath the waves. For three days, Todaro is forced to sail on the surface towards the nearest safe harbour, exposing everyone on board to attacks from enemies.
