Officer Rose Cooper is the laughing stock of San Antonio Police Department. Captain Emmett offers her a chance at redemption by accompanying Detective Jackson to the home of Felipe Riva, a cartel informant, who has agreed to testify against notorious kingpin Vicente Cortez. Shortly after the cops arrive, masked gunmen open fire on the Riva property.
