After a brief period working abroad in Hong Kong, Detective Sergeant Barry Harrigan returns to his beloved Tyneside to discover the region has been crippled by power cuts and coal strikes. Police are unable to keep the peace and his sink estate has fallen victim to crime and lawlessness. With his old community falling apart, Harrigan embarks on a crusade to save what little dignity and community spirit remains, using force where necessary to achieve his noble aim.
