In the distant future, humanity has travelled to distant planets to survive, but these far-flung factions yearn for a return to Earth. A universal government called the Gaia Sanction hires Captain Harlock to guard Earth and prevent anyone from illegally settling down on terra firma. The mission is compromised and Harlock controversially turns on his own fleet. Isola, the Admiral of the Gaia Fleet, vows to destroy Harlock aided by his younger brother, Yama.
