Elling and Kjell are two patients at a Norwegian care facility who are earmarked for reintroduction to society. Self-obsessed social worker Frank arranges a flat for the pair to share, on the understanding that they do their own shopping and keep the place tidy. The two men establish their own quirky way of life, each relying on the other for support. When Kjell falls in love with upstairs neighbour Reidun, lonely Elling feels threatened and he takes measures to find a new friend of his own.
