Warlord Cao Ying storms Stone City with his private militia and school teacher Bai Ling and her young charges flee in terror to the neighbouring city of Pucheng, where they seek shelter at the noodle shop run by her cousin Tieniu. Alas, Pucheng’s sheriff Yang Kenan and his small group of lawmakers are no match for the might of Cao Ying. They cannot hope to protect the citizens.
