In the future, cyborgs police the streets, investigating crimes to ensure the well-being of the human population. A wave of suicide bombings, targeting high profile skyscrapers, sends shockwaves around the world. There is no obvious connection between the bombers except for unsubstantiated rumours they all claimed to hear the voice of God and he commanded them to carry out their grim task. Cyborg 009 leads the team in charge of stopping the bombings.
