In 2013, Hull won its bid as City of Culture and four years later, the council prepared to launch a year-long programme of creativity and community spirit. Filmmaker Sean McAllister was hired as creative director of the opening ceremony and in this documentary, he returns home to Hull to reflect on changes to the city and the future for its people. He focuses attention on a warehouse worker called Steve Arnott, who pursues his dreams at night as a hip hop performer.
