CIA operative Bill Pope is tortured to the brink of death by sadistic terrorist Heimbahl but refuses to give up the location of Dutch hacker Jan Stroop to the madman. Conscious that Heimbahl is plotting an attack and Stroop’s technical expertise can avert disaster, the CIA recruits Dr Franks to perform radical surgery that will transplant Pope’s memories into the head of vicious death row inmate Jerico Stewart. Authorities hope the convict will be able to recall where Pope hid Stroop.
