Children's Social Work Manager- Social CareDescription: Job Description Post Title: Group Manager Safeguarding & Care Planning Department: Education, Care and Health Services Division/Section: Children’s Social Care Reports to: Head of Social Care Safeguarding & Care Planning MAIN PURPOSE: The Group Manager Safeguarding and Care Planning will maintain, manage and supervise a team of operational staff including Deputy Managers to deliver a quality service. The Group Manager will be committed to the department’s purpose and value statement, and must demonstrate this commitment in the way responsibilities are carried out. To be a member of the sections management team. To be responsible for the effective and efficient development of services provided by the Safeguarding and Care Planning team, ensuring specifically that the team for which the postholder is responsible embrace the objectives of joined up working and the Division and Department. SUMMARY OF RESPONSIBILITIES AND DUTIES: 1. To be responsible for the day to day management of the Safeguarding and Care Planning team 2. To be responsible for the audit, review and development of services in line with Divisional and Departmental priorities, to include assessment of the team’s performance in line with agreed management standards. 3. To ensure effective service provision within the team to include purchasing/commissioning where appropriate. 4. To provide an effective deputising function as required for the Head of Service, also to provide Group Manager cover across other teams within the section. 5. To ensure compliance with Policies, Procedures and Service Standards across the team for which the postholder is responsible. 6. To ensure effective liaison and joint working with partner agencies, service users, GP’s and Community Groups. 7. To ensure comprehensive and effective case recording and record keeping in line with Divisional standards for the team for which the postholder is responsible. 8. To maintain responsibility for business planning process for the team. 9. To ensure that the team respond and adhere to the Departments complaints procedure. 10. To devise implement and monitor quality assurance mechanism for the area of service responsibility. MANAGING FINANCES & RESOURCES 1. As a cost centre manager the Group Manager will be responsible for the management, monitoring and control of budgets for staff, the provision of a service and/or equipment specific to the service area. 2. Assess and agree service priorities and developments. 3. To manage and appraise staff performance in accordance with the Councils Personal Development Scheme. 4. To recruit and deploy practitioner based staff in accordance with agreed departmental procedures. 5. To be responsible for the identification of training needs within the team for which the postholder is responsible and to ensure that these needs are conveyed to the Divisions annual training plan and priorities. MANAGING COMMUNICATIONS AND INFORMATION 1. To chair conferences and reviews as required. 2. To represent the Division in meetings with external agencies and other departments as necessary. 3. To prepare and present reports on relevant matters for committees, sub committees etc. 4. To establish effective working relationships with Members, dealing with enquiries efficiently and provide timely information and briefing. 5. To develop and maintain knowledge of relevant legislation and practice and ensure that all developments and changes are implemented and cascaded throughout the teams for which the postholder is responsible. CORPORATE RESPONSIBILITIES 1. To contribute to the Children and Families Division business planning process where appropriate. 2. Attendance at Council and other appropriate meetings as required. 3. Undertake any other duties as may be required commensurate with the salary and the grade. EXPERIENCE 1. Appropriate post qualification experience. 2. Proven management experience in a social or health care setting. 3. Proven experience of supervising staff effectively. 4. Proven experience of effectively managing and delivering services. 5. Proven experience of working collaboratively and in partnership with other agencies e.g Education, Health, Police the independent sector and with elected members. 6. Proven experience of effective workload management. 7. Proven experience of promoting equal opportunities. QUALIFICATIONS Bachelors degree in Social Work / Dip.S.W. / C.Q.S.W., or equivalent recognised social work qualification. Registration with the Health Care Profession Council (formerly GSCC) is mandatory. SPECIAL REQUIREMENTS Availability to undertake duties outside normal working hours in order to meet specific needs or objectives. A satisfactory enhanced Disclosure Barring Service Check (formerly CRB) is required
