Procurement Category Manager (Children and adults)- Public SectorDescription: My client is seeking a excellent Procurement Category Manager with experience of childrens / adults and Public Health commissioning. Must have experience of working in a corporate procurement environment. Interviews scheduled for w/c 2nd June and MUST be avaible to start w/c 16th June. 1. To be responsible for taking senior corporate stewardship of all expenditure across the council within the nominated category. 2. To provide pro-active leadership and accountability and a corporate point of management responsibility and strategic stewardship for procurement of goods and services in one of the following categories: * Construction & Facilities * Care & Commissioning 1. To provide key category and procurement expertise in order to deliver the Council’s vision of excellence in procurement, including the achievement of ambitious financial savings. 2. To drive forward innovations and improvements in the nominated category. 3. To manage the whole life cost and delivery of goods and services within the category. 4. Engaging with Service Heads and senior stakeholders across the Council in order to ensure achievement of desired service outcomes through procurement. 5. Providing key category and procurement expertise in order to deliver the Council’s vision and Strategic Objectives. 6. Promoting best practice procurement in all dealings with the supply markets. 7. Developing high level procurement skills and consultancy support across the Council. 8. Working closely with the senior stakeholders across the Council, including Service Heads, to support and challenge their procurement operations, and to demonstrate the benefits of effective procurement. 9. Supporting governance arrangements including reporting to and attendance at strategic corporate boards as appropriate. 10. Constantly striving for measurable financial savings in a challenging financial climate. 11. Promoting adherence to agreed policies and procedures. 12. To strategically manage non-pay third party spend within the allocated category, ensuring ambitious financial savings and efficiencies are reflected in category management plans. 13. To use market knowledge and expertise to develop a detailed Category Plan in liaison with Contract Owners; to use high-level persuasion skills to drive adoption of the Plan at a senior level, including Service Heads and Strategic Competition Board. 14. To demonstrate and maintain high-level procurement and category knowledge, using personal authority and persuasion skills to become established as the acknowledged expert authority relating to the category. 15. To facilitate and deliver enabling support to service and operational teams helping them to analyse needs, markets and spend, plan and develop category approaches, design and deliver category saving plans and report on progress towards achieving outcomes. 16. To support the Council’s tollgate process, working with contract owners, to guide them through the process, and to help them in achieving successful project outcomes 17. To identify senior-level Category Sponsors, at Corporate Director / Service Head level, obtain their buy-in, and work closely with them in delivery of the plans. 18. To lead and directly participate in major corporate procurement projects with a combined value of up to £160 million per annum, bringing the professional procurement and category expertise to achieve the best business outcomes. Be responsible for formulating and influencing multi million pounds strategic and commercial decisions of major significance to the Council’s finances and delivery of services. 19. To provide appropriate support, coaching and good practice guidance to contract owners in delivery of directorate procurement projects. 20. To assertively challenge established procurement practices in the category, driving change whilst maintaining excellent working relationships with internal clients at all levels. 21. To provide accurate and timely management information, including ensuring compliance with relevant procedures for governance, risk and control, and assuring the quality of all required information for governance bodies, including the Cabinet, Corporate Management Team and Strategic Competition Board. 22. To deal with complex procurement issues, including forecasting, planning, preparing the business case, reporting, resolution of disputes and legal challenges, etc. 23. To manage major contracts and trading relationships, monitoring performance, and reporting on performance indicators, including supervision of a shared Category Support Officer. 24. Line management of Category Support Officer, including personal development, knowledge sharing, etc. 25. To encourage innovative procurement methods, provide a “critical friend” Challenge to established ways of working, and contribute to the Council’s tollgate review process. 26. To assist with the provision of training and professional development of procurement staff across the Council 27. To proactively work to ensure that sustainability, access, equality and social inclusion are included throughout all contract activity in the category. 28. To respond to and manage customer demands in contracts covered by the category. 29. Project management of key procurement projects, including management of all resources, including staff supervision within procurement and direction of the senior staff in directorates allocated to the projects. Ensuring the smooth running of projects, including organisation of cross-directorate project teams, support for project boards, and maintenance of all relevant documentation. 30. To manage relationships with strategic external suppliers and partners at the highest levels, typically at Director or senior management level, both during procurement processes and during the service delivery phase.
