Our client in South London is looking for an experienced and professional Noise Enforcement Officer to provide a regulatory service that is responsible for protecting the community, by using relevant legislation to control and enforce in the areas of Environmental Health (Noise Nuisance) and Trading Standards (includes Licensing) assisting in the maintenance and improvement of the borough’s environment by identifying, investigating and effectively dealing with breaches of legislation through written or verbal advice or warnings, notices, seizures and other legal action in accordance with the Enforcement Concordat, and Enforcement Protocol. As the successful applicant, your main duties and responsibilities will include the following: 1. To provide direction and professional guidance as required to officers of the business unit and the wider council. 2. To contribute positively to the strategic management of the business unit, division, and department and the development of policy through individual contribution. 3. To contribute to effective partnerships with other key agencies including the Police, HMRC, London Fire Brigade, LACORS, BRE, Food Standards Agency and PCT to deliver a multi-partnership response to the effective delivery of environmental health, licensing and trading standards services. 4. To deliver a service through the possession of appropriate skills and qualifications and a full understanding and working knowledge of the technical and legal aspects of at least one area of the business unit’s work; and also to have an understanding of the function in the areas of other units. 5. To work as part of a team to provide a service within an approved framework of procedures and using approved management information systems. 6. To play a key role in protecting the well-being, safety and health of the community by providing a responsive service and using relevant environmental health and trading standards legislation. 7. To work to ensure that the team enforces and or/advises on the full range of environmental health or trading standards legislation, taking timely and robust action where evidence of non-compliance is apparent and action warranted; to ensure that action is fully reported and documented on approved management information systems. 8. To provide up-to-date expert advice to the business unit manager, team leaders, head of service, the council, its’ committees, members and officers on all matters relating to the service. 9. To respond competently to a wide range of problems arising from service requests, pro-active work, projects, and customer interviews. In order to be considered for this role, you MUST have the following knowledge and experience: 1. Knowledge of regulatory framework governing services provided by the Environmental Health and Trading Standards division and statutory functions and obligations placed on a local authority in relation to services provided by environmental health & trading standards. With particular expertise with regards to Statutory Noise Nuisance 2 Knowledge of the impact of inner city issues on regulatory matters and an awareness of national trends as they effect noise nuisance, environmental health or trading standards issues 3. Knowledge of the relevant environmental health legislation and criminal law (including PACE), codes of practice, regulations and guidance, and how to effectively apply them. 4. Knowledge of the application of information technology within a noise nuisance, environmental health or trading standards service. 5 Knowledge of techniques for dealing with conflict, with due regard for personal safety. 6. A sound knowledge of customer care in service delivery and its practical implications. 7. Knowledge of providing advice and guidance within the field of noise nuisance, environmental health or trading standards. This is a three month rolling contract starting on the 27th of May 2014.
