Leasehold Officer- Public SectorDescription: PURPOSE OF ROLE To provide a high quality service to the Group’s leaseholders, ensuring that they are managed in accordance with the terms of their leases, legislation and regulation and best practice. To ensure that the Group’s best interests are protected in its dealings with leaseholders and management of the properties and estates subject to leasehold interests. KEY RESPONSIBILITIES To provide a customer focussed service responding to leaseholder enquiries in accordance with the Group’s standards of service. To ensure that all information provided is accurate and relevant and in a format that is suitable for the needs of the customer(s) concerned. To deliver the service in line with the Group values of ‘choice, opportunity and trust’, providing leaseholders with options where possible and acting in a manner that builds a trusting relationship with leaseholders. Investigate and respond to disputes arising from service charges or other lease issues. Prepare cases for Court, Mediation and Tribunals, attending and giving evidence where necessary. To undertake investigations following complaints relating to leaseholders as well as being alert to the potential for complaints and taking pre-emptive action. Interpreting long leases, head leases, management agreements and service level agreements providing advice and assistance to departments within the Group. Identify defects in leases and lead on rectification and lease variation as required to remedy defects. Implement proceedings under s146 Law of Property Act 1925 where required. Undertake S20 Consultation as required and as detailed below. Deal with all applications requiring permissions under the lease, responding within set timescales and raising administration charges where the lease allows. Monitoring the expenditure by the Group on accounts that are subject to service charges, checking expenditure is aligned to the estimated profile and intervening as necessary to keep expenditure in line with the estimate. Work with colleagues in other services to provide a comprehensive service to leaseholders and act as first point of contact for leaseholders in their dealings with the Group. Assist leaseholders in their understanding of their leases, legislation and regulation. This will require the postholder to maintain a current knowledge of required and best practice in the management of leasehold property and leaseholders
