HR Business Partner- Public SectorDescription: Client is looking for HR Business Partner to provide the strategic interface between HR and designated directorates and / or service areas. Successful candidate will have previous experience within HR and local authorities. Fully CIPD qualified or substantial experience equivalent to that qualification . Purpose of Job Role - 1. Work in partnership with the business to provide specialist coaching, support and influence to enable effective delivery of people plans. Provide a HR service that delivers best practice and commercially focused HR solutions that support the business. 2. Act as an internal HR consultant for the business by providing strategic HR and project support to Senior Managers across the service to ensure that the people needs of the business are understood and to support the design and development of fit for purpose people solutions in accordance with the People Management Strategy and plan. Duties and responsibilities 1. To provide the strategic interface to managers through the provision of high quality guidance and support in developing and progressing people management solutions to achieve business objectives. 2. Provide expert advice on the requirements of Employment law and codes of practice, and to provide high level advice on issues 3. To use workforce intelligence to identify people management requirements and performance issues and establish credibility as an expert in strategic HR within an operational service. 4. Success in the post requires the post holder to exert a dynamic influence over stakeholders to establish credibility as an expert in strategic HR with an operational service. 5. Critically evaluate and adapt HR service delivery to meet the changing needs of customers ensuring effective liaison, listening and establishment of open dialogue with managers, HR partners and trade union representatives. 6. Initiate ideas and provide feedback into the strategic HR decision making processes on a range of people initiatives in order to maximise the contribution and value that HR can add to local and corporate performance. 7. Initiate and influence client service change programmes and act as change agent, leading, supporting and contributing to overall business improvement so that strategic change objectives are achieved. 8. Participate in working parties and project teams, promoting best practice and sound innovation in dealing with challenging situations. 9. Coach, support, mentor and challenge managers in the application of HR policies and practices, provide advice and guidance on complex HR issues in order to minimise risk and financial exposure. 10. To assist the HR Business Partnering Manager in the direction of the service and to assess the impact of major policy and legislative change. 11. To work in partnership with colleagues to ensure coordination in project/policy development and the enhancement of information provision and services to Customers. 12. To ensure that all relevant legislative requirements, including those relating to diversity, sexual orientation, disability and age are embedded in the development of project and policy work and in all the advice provided to line managers and others. 13. To participate as required in staff working groups. 14. Partner with managers on the resolution and management of a wide range of HR issues including the preparation of documentation for investigations and employment tribunals, attending hearings and appeals as required particularly in relation to complex cases, and in order to ensure that processes are followed accurately to minimise litigation 15. Undertake any other duties consistent with the objectives of the post, as directed by the HR Business Partnering Manager. Qualifications Client is looking for candidates with the following experience: Substantial operational human resources experience at a senior level gained in a large complex organisation, operating a shared service or supporting abroad client base. Substantial experience of providing high level advice on employment law, complex employee relations issues and legislative change in the medium and long term. In depth experience of performance management, including techniques for influencing positive performance outcomes at a team and individual level Project management experience including consulting and on advising on large or complex restructures / redundancies Experience of applying and implementing HR policies, procedures and best practice
