Head of Regeneration- Public SectorDescription: We are looking for an experienced Head of Regeneration for our Local Authority client. The post holder would lead on all aspects of regeneration delivery for programmes and projects that deliver the borough’s strategic regeneration objectives and build strong and resilient communities. The individual would have particular responsibility for delivery of a specific regeneration programme. The post holder would advise Members of the Council, and the Local Authority’s Executive Board on all aspects of the development and delivery of regeneration programmes. The post holder will also be responsible for leading and managing the performance of those staff within the Regeneration Service. Ensuring that there are rigorous budget controls in place to manage Regeneration Programme / Project delivery would also be required KEY TASKS AND ACCOUNTABILITIES: Key tasks and accountabilities are intended to be a guide to the range and level of work expected of the post holder. This is not an exhaustive list of all tasks that may fall to the post holder and employees will be expected to carry out such other reasonable duties which may be required from time to time. To undertake all responsibilities listed below: ·To oversee the successful development and delivery of regeneration programmes / projects across the borough and to have specific responsibility for the delivery of of a specific regeneration programme. ·To lead the negotiations on the development of the delivery mechanism/s for programmes / projects across the borough. ·To develop and specify procurement options for the all elements of projects / programmes development and delivery. ·To lead the negotiations with all prospective public and private sector partners to secure the necessary funding for programmes / projects. ·To be responsible for the completion of all planning, design and infrastructure work necessary to deliver projects / programmes. ·To be directly responsible for all aspects of project management for a specific scheme. ·To be responsible for consultations and resident and business involvement on all aspects of projects / programmes. ·To develop new and innovative facilities and service management arrangements as new developments are implemented. ·To oversee establishment and maintenance all systems necessary to manage and monitor the delivery of programmes / projects, including those required to satisfy external public and private funders. ·To oversee all aspects of tenant and resident decanting and re-housing (where appropriate). ·To be responsible of all communication and marketing of projects / programmes, (including marketing and branding), and maintain effective communications and liaison internally and externally with elected members, all project partners and local residents and businesses. ·To ensure that all aspects of the delivery of the regeneration conform to any design or quality benchmarks set for delivery. ·To be responsible for leading and managing the performance of staff within the service.. · To ensure that there are rigorous budget controls in place to manage the project / project finances ·To create of a culture appropriate to a service that will be affecting the lives of thousands of residents and businesses and to ensure equality of opportunity in all aspects of project delivery and employment practices KNOWLEDGE ·Comprehensive understanding of all aspects of the process of regeneration delivery ·Specialist knowledge and ability to negotiate complex development and infrastructure contracts as part of project delivery ·A demonstrable understanding of Financial Management, including rigorous financial monitoring and control ·Clear knowledge in developing and building effective and productive working relationships with elected members EXPERIENCE: ·Experience of participation at Senior management level in the corporate affairs of local authority, private sector or other large multi-disciplinary organisation. ·Experience of delivering large scale regeneration schemes engaging with the community. ·Significant experience of preparing and managing large and complex budgets ·Demonstrable evidence of a comprehensive understanding of all aspects of the practical delivery of complex regeneration projects ·Evidence of successful achievement at a senior level in the delivery of complex regeneration projects ·Evidence of the ability to work across, and manage within an organisation with a range of professional and technical functions/disciplines ·Evidence of an ability to develop good working relationships with a wide range of internal and external bodies and individuals as part of effective delivery of regeneration projects SKILLS AND ABILITIES: ·Ability to relate to and work with people at all levels, and to motivate employees and foster their development ·Ability to listen and respond to the needs of the community ·Good listening and organisational skills. ·Strong lateral thinking skills and the ability to manage in a complex multi-disciplinary organisation. ·High level of contract management skills, and ability to negotiate complex development and infrastructure contracts as part of project delivery £35 per hour PAYE plus holiday pay accrual / £45 per hour LTD/Umbrella company Please note: ONLY shortlisted candidates will be contacted
