Deputy Manager- Public SectorDescription: To deputise for the Service Manager when required and to support the Service Manager in carrying out any of their duties as above jointly with Service Manager or which are delegated • Work with the Service Manager to QA team’s work and address all quality/performance difficulties, ensuring supervision and QA mechanisms operate robustly to proactively monitor risk and support and intervention plans. • To use business reports and QA systems proactively to manage performance, deficiencies or risks, including sampling Careworks and any other data/information systems • To supervise individual workers including Senior Practitioners, social workers, support staff and other specialist posts (e.g. housing and education posts depending on team) in line with supervision policy • To attend meetings, court, etc when required to support Social Workers and Social Work Support Officers • To induct, train and support Senior Practitioners, Social Workers, Specialist workers ,Social Work Support Officers and Support staff • To provide daily advice, support and informal supervision to team members. To ensure that team members receive regular appraisal and identification of training and personal development needs. To be responsible for the recruitment and induction of staff. To provide line management to administrative staff in the absence of the Service Manager • To act with authority to make decisions on a frequent basis on behalf of the department – e.g. financial decisions, case decisions using professional judgement and anticipating impact on council, decisions concerning legal action and risk to service users, and decisions relating to inter-agency working. Many decision will be high risk or have significant implications for the City Council and will be referred to Service Manager as required • To comply with all electronic purchasing and payment functions • To ensure the efficient implementation of Departmental policy and contribute to its formulation • To ensure all national, corporate and departmental plans are carried out as they apply to the team and targets achieved • To ensure the needs of the user groups served by the team are assessed to a high standard and that support and intervention plans are provided quickly and effectively • To develop and maintain an awareness of all local service provision and where gaps in services exist, contribute to the development of services and meet them • To take a strategic view of local need and services in conjunction with key local statutory and voluntary agencies professional and establish and maintain good local working practices to best meet these needs • To maintain and apply expert professional knowledge of youth justice and children’s care and all relevant legislation in the management of services and the delivery of services to individuals, families and user-groups • To participate in performance review and appraisal process. To assist in the strategic planning of the team. To ensure team members are updated regarding best practice and that it is reflected in the team. • To be responsible for the development and implementation of relevant policies and procedures including quality standards and clinical governance. To monitor standards and ensure that key targets are met. • To attend professional forums, training courses and conferences. • To act with authority to make decisions on behalf of the Service Manager • Ensure the team is informed of all new developments including changes in legislation and governmental policies, research evidence and best practice • To promote evidence based practice • To identify risk factors which may cause children or young people to offend or re-offend.
