Data Guardian- Public SectorDescription: Pin Point Recruitment are acting as an employment business working on behalf of our local authority client based in Woolwich, who are recruiting for a Data Guardian. Purpose of Job This post will support the Knowledge and Information Manager to achieve better use and management of the Council’s knowledge and information asset by: • Improving the way departments manage information as a valuable asset, ensuring it is protected, made accessible where appropriate, and used effectively to inform decision-making. • Building a culture that shares knowledge more effectively, and builds capability in handling information of all kinds. • Developing the professionalism of knowledge and information management though governance, operational practices and technology solutions. Main Duties and Responsibilities 1.To develop the policies and strategies that ensure the Council’s vision of e-enabled, seamless and integrated services are delivered to the Communities of Greenwich. 2.To deliver the Council’s Customer Focus Vision via the ICT strategy, through being responsible for the management and updating of the authorities corporate security policies governing systems access, internet, e-mail, data protection and data security. 3.To lead on data security and information integrity; leading on addressing the corporate culture around the appropriate and lawful holding, transmitting and processing of data and information. To ensure that the Council meets the appropriate standards and codes (including information sharing protocols). 4.To support the strategic and operational management of the Council’s ICT governance structures, as detailed in the ICT strategy from an information management and governance perspective. 5.To deliver a high quality, customer focused service, ensuring that the Knowledge and Information Management Group achieves its key objectives and targets in the most cost effective and efficient manner. 6.To liaise directly with departments, enabling them to understand their specific requirements and the constraints of the corporate KIM blueprint / roadmap. 7.In liaison with Internal Audit and under the direction of the Knowledge and Information Manager, undertake investigations into computer mis-use and or unauthorised access of systems by staff, contractors and other 3rd parties working with the Council. 8.To work across a very broad range of seniority (including the most senior staff such as Directors and Directorate leads) and be able to understand their KIM requirements and communicate our KIM vision regardless of what their ICT literacy skills may be 9.Provide corporate authoritative judgements regarding data and information processing and the lawfulness of its use in the Council’s operations. 10.To undertake technical projects as required to implement KIM tools to the organisation such as SharePoint, Data vaults and a restructuring of our file share environment to enable better corporate access to created content while meeting standards around information security. 11.To facilitate and administrate Data Subject Access requests. To be the Council link officer Information Commissioner as required. 12. To lead on compliance with ISO27001 and other leading information security standards. 13. To undertake detailed functional analysis preparatory to the definition of systems security solutions or changes to existing systems. 14. To provide Subject Matter Expertise (SME) to the Knowledge and Information Manager and other colleagues on all aspects of the data and information security and how failures could impact on the Council. 15. To support Members, Chief Officers, Heads of Services and the Greenwich Customer Services and ICT Strategy management team. 16. To undertake training and constructively take part in meetings, supervision, seminars and other events designed to improve communication and assist with the effective development of the post and post holder. 17. You’ll have substantial experience and be technically competent around Digital archives, Meta data standards, Data Taxonomy, Master Data Management and corporate knowledge.
