| Livingstone Unveils Plans for Green London - 20 year target to cut carbon emissions set by Mayor KEN LIVINGSTONE will today announce a carrot and stick approach to cutting London's carbon emissions by 60 per cent over the next 20 years.The sharpest stick in the mayor's Climate Change Action Plan is the idea of charging high-emission cars UKP25 to drive in the central London Congestion Charge zone, compared to UKP8 for normal-sized cars and nothing for hybrid and electric vehicles. Juiciest of the carrots is an offer to pay half the costs of insulation for the 1.4 million homes in London currently lacking the most efficient means of insulation. "Buying a gas-guzzling 4x4 vehicle is an 'individual choice' but it creates carbon emisssions that contribute to global warming and harm everyone," said Livingstone. "It should be no more socially acceptable than to claim the right to dump rubbish in the street." Other measures in the 47 million programme are mainly of the marketing and promotion variety, such as an award for the companies best at going green, fresh initiatives aimed at cycling and campaigning for more combined heat and power schemes. |
