Police officer Terry Monroe and his partner Bob Bolano indulge in drink and drugs to excess while on the job, protecting their own interests with a flash of their police badges. They agree to look the other way if the criminal fraternity line their pockets, so when they discover that Lord James Mangan and his sidekick Birdwell are plotting a lucrative bank robbery, Terry and Bob allow the heist to go ahead so long as they get a cut of the profits.
