Director Marcel Ophuls ventures to the sleepy provincial town of Clermont-Ferrand and interviews a wide cross-section of the locals about their vivid memories and experiences during the Vichy regime. He intercuts these personal testimonies with newsreel and archive footage which challenges the veracity of the anecdotes and strips away the heroic sheen from France during the period of the Occupation.
