Ko presides over his nook of the South Korean underworld with an iron fist, aided by his nephew Byung-gab. Tenacious police chief Cheon is determined to bring down Ko but he cannot gather sufficient evidence. To strike fear into the hearts of his enemies, Ko enlists the services of cold-hearted assassin Jae-ho, who has recently served time behind bars. He takes former cellmate Hyun-su under this wing and introduces his protege to the glamorous business of cocaine smuggling.
