After he lands himself in a spot of hot water, provincial locksmith Zapa moves to the big city at the insistence of his uncle to take up a position as a trainee officer in the local police force. Taken under the wing of the highly influential and popular Inspector Gallo, Zapa is introduced to a world of crime and corruption – within the ranks of the law enforcers – and he gradually realises that the only people he must serve and protect are himself and his comrades in uniform.
