CIA agent Victoria Lasseter presides over the Ultra program from her desk in Langley, Virginia, which has planted assassins around the country then conditioned them to live normal lives. When sworn rival Adrian Yates orders the immediate removal of remaining Ultra assets, Lasseter activates the only agent left in the field – stoner Mike Howell – then watches in awe as Mike recalls his training to outwit Yates’ henchmen and go on the run with his girlfriend Phoebe.
